Governor Seyi Makinde: Oyo State Residents Enjoying Dividends Of Democracy

Governor Oluseyi Abiodun Makinde stands out as one of Nigeria’s foremost examples of a technocrat who successfully transitioned into politics with a clear development agenda. Since assuming office as the Executive Governor of Oyo State in 2019, Makinde has implemented people-focused policies that continue to translate into tangible dividends of democracy across infrastructure, social welfare, youth empowerment, sports, environment, and institutional reforms.
Background and Educational Journey
Born on December 25, 1967, to Pa Olatubosun Makinde, a former teacher turned accountant, and Madam Abigail Makinde, Governor Seyi Makinde’s mother hails from Aigbofa Compound in the historic Oja’ba area of Ibadan, Oyo State.
He is the third child in a family grounded in discipline, education, and integrity—values that later shape his leadership philosophy.
Makinde began his primary education at St. Paul Primary School and completed it at St. Michael Primary School, Yemetu, Ibadan. His secondary education was at Bishop Phillips Academy, Monatan, Ibadan, where he demonstrated academic excellence and leadership potential. In 1985, he gained admission into the University of Lagos (UNILAG), earning a Bachelor’s degree in Electrical Engineering.
Driven by a passion for knowledge and professional growth, Makinde pursued further training both locally and internationally. In 1998, he trained in Safety Shutdown Systems at Industrial Control Services in Houston, Texas. He attended Lagos Business School (now Pan-Atlantic University) in 1999, honing his analytical and managerial skills. Additional training followed in automation in 2000, crude sampling at Jiskoot Auto Control Training Centre in Kent, England, in 2002, and advanced business problem-solving at the Massachusetts Institute of Technology (MIT) in 2005. These experiences prepared him for complex leadership and decision-making roles.
Professional and Political Evolution
Before venturing into politics, Seyi Makinde built a successful career as an engineer and businessman, establishing himself in Nigeria’s energy and automation sectors. His exposure to private-sector efficiency strongly influenced his governance approach, emphasising planning, data-driven policies, and accountability.
Makinde formally entered partisan politics under the platform of the Peoples Democratic Party (PDP). On September 29, 2018, he emerged as the party’s gubernatorial candidate for the 2019 elections after securing 2,772 votes at the primary election held at Liberty Stadium, Oke-Ado, Ibadan.
The March 9, 2019 governorship election marked a defining moment in Oyo State’s political history. Makinde recorded a resounding victory with 515,621 votes, defeating his closest rival, Adebayo Adelabu of the All Progressives Congress (APC), who polled 357,982 votes. He was sworn in on May 29, 2019, as the 28th Executive Governor of Oyo State.
Road Map to Accelerated Development
Upon assuming office, Governor Makinde introduced a clearly defined Road Map to Accelerated Development (2019–2023), built on four strategic pillars that guide governance and policy implementation. This framework prioritises economic expansion, human capital development, infrastructure growth, and institutional reforms.
A major indicator of effective governance under Makinde has been the improvement in Internally Generated Revenue (IGR). In 2020, Oyo State ranked among the top five states in Nigeria in terms of year-on-year IGR growth. The state recorded an increase of over ₦1 billion monthly, achieved without imposing excessive tax burdens on citizens, but through improved efficiency and transparency.
Infrastructure Development and Transportation Reform
Infrastructure development has remained a flagship achievement of the Makinde administration. Recognizing the challenges of traffic congestion and urban mobility, the government constructed four modern bus terminals strategically located at Iwo Road, New Ife Road, Challenge, and Ojoo—major entry and exit points of Ibadan metropolis.
The administration embarked on massive road construction and rehabilitation projects across the state. Notable among them are the ongoing General Gas Flyover, the completed Challenge/Felele Junction improvement, and the dualization of the 9.7-kilometer Saki Township Road. Road furniture such as traffic lights, zebra crossings, lay-bys, and road markings have been installed to improve safety and traffic flow.
To enhance vehicle safety and regulation, a computerised Vehicle Inspection Service (VIS) Centre was established at Idi-Ape. Additionally, the state government procured 106 buses for its mass transit scheme to ease transportation challenges faced by civil servants, students, and the general public.
Under the “Light Up Oyo” Phase 2 project, 223.48 kilometers of roads across the state have been illuminated, significantly improving night-time visibility, security, and commercial activities.
Several road projects funded under the Alternative Project Funding Approach (APFA) include the Airport–Ajia–New Ife Express Road, Saki–Ogbooro–Igboho Road, Idi-Ape–Akobo–Odogbo Barracks Road, and other critical arteries. In total, the government identified 19 roads spanning about 334 kilometers for reconstruction and rehabilitation across Ibadan, Ibarapa, Ogbomoso, Oyo, Moniya–Iseyin, and Oke-Ogun zones.
Child Rights Protection and Social Welfare
Governor Makinde’s administration has demonstrated a strong commitment to child protection and social welfare. A landmark achievement was the establishment and inauguration of the Family Court on July 7, 2020, to ensure professional handling of family-related cases and the effective enforcement of the Oyo State Child Rights Law of 2006.
The government has also invested in capacity building for judges, magistrates, assessors, social workers, security agencies, journalists, and civil society organizations. Regular seminars, workshops, and stakeholder engagements are organised by the Ministry of Women Affairs and Social Inclusion to enhance best practices in social welfare delivery.
To further protect vulnerable children, the government commissioned the Abiamo Sexually Abused Referral Centre, a one-stop facility for addressing sexual and gender-based violence cases and providing holistic support to survivors.
Policies such as zero tolerance for female genital mutilation, child labour, trafficking, rape, and other forms of abuse have been firmly adopted. Public sensitisation campaigns on child rights are continuously conducted through print and electronic media, community advocacy, and stakeholder engagement.
Youth Empowerment and Agribusiness
Recognizing the importance of youth participation in economic development, the Makinde administration introduced the Youth Entrepreneurship in Agribusiness Programme. The initiative empowers young people to explore opportunities along the agricultural value chain, create jobs, and contribute to food security while benefiting from modern agricultural practices and support systems.
Sports Development and Achievements
Sports development has received renewed attention under Governor Makinde. Oyo State hosted the 2020 World Boxing Featherweight Championship bout between Rilwan Oyekola (Scorpion), an indigene of the state, and Argentina’s Lucas Mattias Montezino, with Oyekola emerging victorious.
The Shooting Stars Sports Club (3SC) recorded significant successes, winning the first and second editions of the Dapo Abiodun Pre-season Tournament. The club also strengthened its squad through player acquisitions and topped the Nigerian National League in its quest for promotion to the Nigeria Professional Football League (NPFL).
Crown Football Club of Ogbomoso also led its group in the National League. At national and international competitions, Oyo State athletes performed admirably, winning medals at the National Sports Festival Edo 2020, African Continental Track Cycling Championship in Cairo, West and Central Africa Tennis Championship in Togo, and the ITTF World Hopes Challenge in Oman.
Institutional support for sports was further enhanced with the acquisition of a permanent secretariat for 3SC and the renovation of the club’s operational vehicles.
Environment, Water Resources, and Sanitation
Environmental sustainability and access to clean water have been prioritised by the Makinde administration. A vetted Water Bill has been prepared for presentation to the State Executive Council, providing a legal framework for water supply and sanitation management.
The government embarked on the revitalisation of 14 existing water schemes across the state, addressing long-standing challenges such as erratic power supply and obsolete equipment. Innovative solutions, including solar power installations—particularly at the Saki Water Supply Scheme—are being implemented to ensure consistent water production.
Electricity bills for water schemes are now paid through quarterly allocations to prevent disconnection, while water treatment chemicals such as alum, lime, and chlorine are regularly supplied to meet national drinking water standards. Pipeline extensions to new areas are ongoing, expanding access to potable water across the state.
Through collaboration with the Federal Government and the National WASH Fund, Oyo State is steadily working toward universal access to water, sanitation, and hygiene services that remain affordable and sustainable for citizens.
