IPPIS saves billions for FG…not fraudulent

An Indigenous software company that developed the Integrated Payroll and Personnel Information System (IPPIS), has responded to claims that the system was introduced as a conduit for mutilating the wages of civil servants and university lecturers in Nigeria.

In response to most of the allegations which centered around the inefficiency of the IPPIS solution, disappropriate net salaries to Lecturers, requirements mis-match, fraud, data integrity, etc The company had the following to say;

Requirements have been adequately scoped, matched and deployed in the system: There are verifiable evidence to show that all the requirements from ASUU bordering on Secondary assignment, Sabbatical, visiting, adjunct activities, etc have been adequately addressed in the Software.

Data Integrity: As typical of any system, garbage in is garbage out. 

Reduced Net Pay/Mutilating Pay of Lecturers: The application is working in compliance with the Nigerian statutory tax rates. 

Single Source of Truth: The introduction of IPPIS amongst other laudable intentions had global reporting as part of the major objectives. The ministry of Finance would like to have a global reporting oversight of all their Payables, especially the recurrent salaries of the FGN workforce.  This will also ensure that Ghost workers’ menaces are nipped in the bud as a global unique identifier is created for every Federal employee.

According to the Director-General, Bureau of Public Service Reformsr, Dr. Dasuki Arabi, “The Federal Government-backed Integration Personnel and Payroll Information System has so far exposed and eliminated about 70,000 ghost workers in the civil service system,” furthermore, he said, “The government had saved at least N220bn via IPPIS, about N10tn had also been through the Treasury Single Account since it was fully implemented by the Buhari regime.” The DG made this statement during the 43rd session of the ministerial briefing organised by the Presidential Communication Team at the Presidential Villa, Abuja recently.

Fraud: Having applications run in silos across all the MDAs is a recipe for multiple engagement of employees which will be a source of leakage for the Government.

The expectation is for ASUU to approach IPPIS to discuss requirements that have not been met if there are still any except there are non-system related reasons why ASUU wants to stay away from IPPIS.
