International Cargo Tracking Note

Dr. Segun Musa, insisted that FG introduction of International Cargo Tracking Note (ICTN) by  Nigerian Slippers’ Council, is an intellectual fraud by a few individuals, saying that it will not fly.

He stated that the ICTN was resisted in the aviation industry following his letter to the International Air Transport Association (IATA) which subsequently wrote to the Nigeria Civil aviation Authority (NCAA), leading to the cancellation of the scheme.

Widescope Boss furthermore insisted that ICTN as being planned is unnecessary as Customs already requests advance manifests and conducts 100% examination which expose concealments the scheme is being touted to check.

The Logistics expert insisted that ICTN is fraudulent as it is a combination of pre-shipment and destination inspection schemes, saying that key industry operators will not allow a group of businessmen to use government agencies and compromised stakeholders for personal gain.     

From the government side, the Nigerian Shippers Council (NSC), the designated implementation agency, said the ICTN was an advisory by the United Nations Conference on Trade and Development (UNCTAD) to African Shippers Councils to monitor the movement of their cargoes. Based on this, some African countries have since started the implementation of the policy.
