Comptroller Ben Oramalugo, PhD, who serves as the Customs Area Controller of the Seme Area Command, was a prominent speaker at the 5th session of the Redeemer’s University International Model United Nations Conference (RUIMUN), held from March 3rd to 6th, 2025. The conference, themed “Leaving No One Behind: Acting Together for the Advancement of Peace, Sustainable Development, and Human Dignity for Present and Future Generations,” facilitated meaningful discussions on global development and nation-building.

In his speech, Comptroller Oramalugo underscored the vital contribution of the Nigeria Customs Service (NCS) to national development, focusing on trade facilitation, revenue generation, anti-smuggling efforts, and national security. He passionately articulated the significance of integrity and patriotism, while also addressing the adverse impacts of smuggling on both the economy and society.

Key Insights from His Address:

Economic Consequences of Smuggling: Comptroller Oramalugo emphasized the necessity of supporting local industries, referencing Nigeria’s position as a leading rice producer that struggles with local consumption. “When we neglect to purchase local rice, we undermine our factories,” he stated. He also cautioned against the threats posed by smuggled counterfeit drugs, second-hand clothing, used tires, and other unregulated goods, which present serious health and safety hazards.

The Role of Customs in Nation-Building: He delineated three fundamental mandates of the NCS.

1. Trade Facilitation: Simplifying customs processes to enhance legitimate trade and economic growth.

2. Revenue Generation: Contributing significantly to national revenue, with the NCS generating over ₦6 trillion last year.

3. Anti-smuggling and National Security: Preventing the entry of prohibited and harmful goods while collaborating with other agencies to safeguard the nation.

Global Standards & Best Practices: He cited the Arusha Declaration along with various international conventions, highlighting their significance in promoting customs integrity, standardizing procedures, and addressing illicit activities.

In an interview conducted during the event, Comptroller Oramalugo lauded the leadership of Comptroller-General of Customs, Adewale Adeniyi, MFR, referring to him as “the best CGC in Africa.” He acknowledged the CGC’s numerous accomplishments and accolades, including the “Outstanding Revenue Collection” Award presented by Nigeria’s President, Bola Ahmed Tinubu GCFR, as well as the recent recognition as “Best Public Servant of the Year” by the Sun Newspaper.

Comptroller Dr. Oramalugo conveyed his appreciation to Redeemer’s University for the chance to interact with emerging leaders and to inform them about the crucial role of the Nigeria Customs Service in fostering national development.
